Emergency and Routine Repairs in a Rental
Queensland's tenancy Act splits every rental repair into two categories: emergency and routine. Emergencies include a burst water service, a serious leak on that service, a blocked or broken toilet, a gas leak, and a failed water or gas supply. A failed hot water system counts too, plus flooding, anything likely to injure a person or make the place unsafe, and repairs needed for minimum housing standards.
Everything else is routine. The tenant reports the fault, and the Act requires the fix within a reasonable time.
The agreement names a nominated repairer and their number, and says who takes the first call: the owner, the agent or that repairer. A verbal report counts, with a quick text or email as good practice.
If no one answers in reasonable time, either side, tenant or manager, can bring in a suitably qualified tradesperson, with the spend capped at 4 weeks' rent.
Two more rules shape the job:
Licences
Unblocking pipework, mending broken pipes and replacing a fitting or fixture are licensed work on a rental, even though none of it needs registering. Only very minor jobs, such as tap washers or a shower head, sit outside the licence requirement.
Access
The tenant holds the keys day to day, so visit times and entry are settled with whoever manages the property before we attend.
A leak you can't see has its own process, covered under leak detection. Gas faults on the emergency list lead to gas compliance certificates once the system is safe.

Passing a Water Bill On to a Tenant
Four conditions line up before a tenant can be billed for all usage:
- the property is separately metered, or its water gets carted in
- the place passes the flow and flush test in the next section
- the tenancy agreement puts water on the tenant
- the bill reaches the tenant within 4 weeks of the owner or agent getting it
Miss the deadline and the tenant can decline to pay. A tenant who gets the bill in time then has 4 weeks to settle it.
Only two items can move across: the State's bulk water charge and the usage charge itself. Sewerage usage and the fixed access fees for water and sewerage stay with the owner.
Where the rental fails the test, the Act has the owner or agent cover a reasonable amount of water. The tenant pays only the excess, and only for a separately metered property whose lease assigns water to the tenant.

Flow and Flush Limits Behind Tenant Water Bills
The numbers are the test, and they come from the water charging rules. Indoor cold taps, single mixers and showerheads each sit at or under 9 litres per minute.
A toilet counts only as dual flush. The full flush sits at 6.5 litres or less and the half flush at 3.5 or less. The average, taken from one full flush plus four half flushes, comes in at 4 litres or less.
The tap rule reaches cold taps over hand basins, kitchen sinks and laundry troughs, mixers included. Bath taps, outdoor garden taps and the taps serving washing machines and dishwashers are exempt.
These limits are the gateway to billing a tenant for the full usage, not a rule for every rental.

When the Check Finds a Fixture Over the Limit
The check works fixture by fixture: we measure the indoor taps, mixers, showerheads and toilets, compare each reading with the rental limits, and note whatever sits over its line.
Every fixture sold in Australia carries a star label under the Water Efficiency Labelling and Standards rules, stating its rating and its litres per use. For fixtures made from 2005 on, the Residential Tenancy Authority suggests 3 stars or better, as guidance rather than law.
The fix depends on what failed:
Taps and toilets
Tap and toilet swaps are regulated work, so a licensed plumber handles whatever falls short. Anyone can change a shower head, since that job sits outside regulation, as long as the new one meets the standard.
Paperwork
Notifiable work triggers a Form 4: the licensee lodges it with the QBCC inside 10 business days, and the copy goes to whoever booked the job. Minor work needs nothing registered.
No sign-off
Nothing about the check comes as a certificate, a written report or any sign-off. We simply tell you what passed, and replace a failing toilet where that is the answer.

The Rental Mix Across Mitchelton
Tenure here splits close to even. At the last census, 24.0 per cent of homes were owned outright and 36.4 per cent carried a mortgage, so a large rented share sits inside 3362 dwellings.
The same count found 109 townhouses and 640 apartments, and those tenancies turn over faster than houses do. Between lets the fixtures get checked, and worn mixers in the postwar cottages along Samford Road often sit over the 9 litre line.
Unit infill near the Brookside district stacks households behind shared hoses and isolation valves. One low-grade fitting can cost a neighbour, and entry for any repair runs through whoever manages the building.

Rental Plumbing Questions Answered
Call (07) 3523 6484Who arranges plumbing repairs in a Mitchelton rental?
The owner or property manager keeps the place in good repair under the Act, and the tenant reports faults as soon as they can. A routine fix then happens within a reasonable time.
What is the water flow limit for a rental?
Indoor cold taps, single mixers and showerheads each sit at 9 litres per minute or less. Bath, garden and appliance taps are exempt. The limits only matter where an owner wants the full usage billed to the tenant.
Is a tenant billed for all the water used?
No. The property needs its own meter, a pass on the efficiency test, a lease that names the tenant for water, and a bill copy inside 4 weeks. Sewerage usage and fixed access fees stay with the owner.
What if a rental in Mitchelton is not water efficient?
The owner or agent pays for a reasonable amount of water, and the tenant may be asked to cover only the excess. That applies to separately metered properties whose lease names the tenant for water. The Act leaves "reasonable amount" undefined, so owner and tenant agree the figure and write it into the lease.
Who receives the Form 4 for plumbing work on a rental?
The licensee lodges a Form 4 with the QBCC inside 10 business days of finishing notifiable work, and the copy goes to whoever booked the job, owner or agent. Minor jobs such as mending a broken pipe or swapping a fixture need nothing registered.
